For the past four days, as Congress struggles through its longest long-running elections of House Speaker since the year 1859. this House of Representatives has existed more as a idea -- an aspirational idea rather than a real legislature.
The 434 members of the House cannot be officially sworn in until a speaker has been chosen and elected, there is no official designation of an official representative. This is not Hal Rogers, Republican of Kentucky who will be serving his 22nd term. It's not Nancy Pelosi, the most recent speaker. And not Hakeem Jeffries from New York, the highest-ranking Democrat and the party's nominee for speaker.
There was none among the freshman legislators that were elected during November picked their positions in December, and is likely expecting to start enacting an agenda for the legislative session in January.
All are, technically, representatives-elect. They are not able to react to an emergency or an incident. Without a set of rules the legislative process is in limbo. There are no bills that can be passed or resolutions passed.
"I think it's strange. I get up in the early morning and shout 'Jeffries' You know, it's similar to where we are right in the moment," said Maxwell Frost, Democrat of Florida, 25 who, at some point, will become the youngest member of Congress. "But I believe that at first , I was speaking to several members who've been around for a while and asking their opinion on anything. No one has any guidance because this hasn't occurred for 100 years.
"Contrary to popular belief, there's no one who has been here for 100 years," said the man.
What they can do is vote for the speaker. They have done it. And again and again. Repeatedly and again. Then again and again.
And then. At least one more.
